When Hogan starts Sunday for the Cleveland Browns, he'll be the 28th quarterback to have that designation since the franchise returned to Cleveland in 1999. "Right now, it's better for him and his development to back up Kevin".

Jackson had gone to Kizer as his starter when the season began, saying he would stick with the rookie through all growing pains.

Hogan, cut after being drafted in the fifth round by the Kansas City Chiefs in 2016, has so far been involved in seven National Football League games but Sunday will mark his first start. He also has rushed five times for 35 yards.

Hogan was a fifth round pick of the Chiefs a year ago out of Stanford.

If the roster holds, lucky No. 29 may have to wait a season. Kevin Hogan has stepped into three games so far, including playing the entire second half in Week 5 against the New York Jets. He completed five of 11 passes for 118 yards and a touchdown against the Ravens while Kizer recovered from a migraine. Still, he'll be the 20th different starting quarterback that lineman Joe Thomas has blocked for in his tenure.

Kizer, the 52nd pick of the 2017 draft, can still be a franchise quarterback, Jackson said on October 9. His numbers: 81-of-159 (50.9 percent), three touchdowns, nine interceptions and 12 sacks. He has a 104.8 passer rating.
